@CharlieZ It's not the fact that they do horrible things that fascinates me, it is psychological dynamic. George Washington Carver was the pinnacle of world changing humility and grace, and Hitler was the pinnacle of world changing charisma, narcissism, and lust.
If humanity exists and evolves for a long enough time. Nanotechnology will be able to turn potential 'Hitlers' into 'George Washington Carvers', because every bit of it has to do with neurons, axons, dendrites, receptors, transmitters, synapses, and the whole complex biochemical workings of the human brain.

But the aspect in wich you are wrong is, IMO, a serious one.
Human evolutive biology is strongly tied to the fact that we are a social species.
There are social factors that weight as much or sometimes more tan individual factors.
In other social historical conditions, Hitler would have been an evil but marginal sick man, with no influence.
On that specific social conditions, if not that crap of Hitler it would probably had appeared another crap evil political leader.
You may change the neurochemistry of some individuals with scarce effect on History.
The shit of society as a whole require social goals and means beyond the individual ones.

I have, lifetime, fluid relationships with the scientific community.
So, it´s not a conspirative theory.
But, and not since yesterday, there are ongoing several reseach projects for drugs which purpose is manipulating minds and behaviours of populations.
Memories selective erasing, mood and reactions control, supressors of will and others to obtain social "discipline".
Scaring.
