Yes.
There are two ways of growing / having strong muscles.
In one of them, muscular mass is well distributed and in proportional relation to height and bone structure, is capable of variety of fit movements (it´s not only speciallizated in strenght).
What we may call muscle "overweight" is muscular hypertrophy.
