What is with the uptick in crackhead looking people wearing pj pants,smoking and carrying grocery bags walking down the street in my neighborhood?

It would be a lot better if they wore translucent nightgowns, drinking orange juice (that's still healthy, in't it?) and carrying attache cases containing canned sardines While whistling the colonel Bogie march. Or maybe not.
