Why do some people have to be so whiney?

I wanted someone to take a break at a certain time because I had a plan for what needed done as others still needed breaks and lunches. The person in question whined about the time I was going to send them and kept wanting it later as in way later. Oh fun now my whole plan is shot and I had to rework everything.
