We havent yet evolved to the point where we can easily and uniformly distinguish between the two.

Doesn't really have to be a highly evolved society for everyone's needs to be met. Most societies are very capable of that, as @Eternity pointed out, it is wants that is the real trick. But I think it also has a lot to do with over population as well. Easy to meet the needs of a small population, but more challenging for a large population.
