If someone with criminal records is flying overseas and they don't mention anything about it in their arrival/immigration form

do you have the rights call the authorities and inform them about it? I really don't want this guy with bad criminal records entering some foreign country without letting them know what he is.

I'm sure you wouldn't like any serial killer sneaking into your neighborhood and slitting your throat while you're sleeping. Crime breeds not just because people do wrong things, it's because people like you who know the potential threat and still do nothing about it.
