If someone with criminal records is flying overseas and they don't mention anything about it in their arrival/immigration form

do you have the rights call the authorities and inform them about it? I really don't want this guy with bad criminal records entering some foreign country without letting them know what he is.

It depends on the situation. From now on there will be alot of Canadians traveling to the United states lying through their teeth to avoid being banned from the country doing something perfectly legal in the country of departure.
