If someone with criminal records is flying overseas and they don't mention anything about it in their arrival/immigration form

do you have the rights call the authorities and inform them about it? I really don't want this guy with bad criminal records entering some foreign country without letting them know what he is.

They get sent back on the earliest return flight when on Canadian soil.

@Teggy As they should. He has series of charges "stealing", "being drunk and belligerent in public", "several driving offenses", "misappropriation of cash at work", " being under the influence of banned substances." and a lot other he got away with.
@SW-User it'll be a small justice served then when his money isn't refunded. Wasting people's time.
