if a girls father kicks her out and tells her to leave, could he call the police to get her back or has he given up his rights as a parent?

If she's underage, the father could get arrested and charged with child neglect.

Our society doesn't seem to really recognise personal announcements of parental responsibility. Courts make judgements based on the best interests of the child. That's why people sometimes have to pay child support for children which are not biologically theirs.
Unfortunately parents have rights over minors unless you can prove he's negligent and or abusive.. But unless you have somewhere better to stay like other nicer family .. You could end up with worse people than him.

You're still legally their parent so yeah.
