Why do people always seem to wait until a snow storm to put thier snow tires on

Here in Vermont the leaves start to change in mid-late August it's not like the onset of winter is a surprise. So why do people feel like they aren't going to need snow tires until they need to be towed out of the ditch. When did you get your snow tires on, mine went on the beginning of the month.
