I am 8 percent Ireland and Scotland, wales and England where did they came from on my ancestry DNA Test?

My daughter did one of those pretentious overpriced DNA tests, and it turns out I am 30% Irish and 70% Norwegian, but the funny thing is; I have the highest 'neanderthal' markers they have ever seen among the homo sapiens they have tested. The company is called "23 And Me". They are pretty thorough!
It's funny because most of my adult life my friends and I have joked about my being a neanderthal!
