I come from a rather traditional place where sometimes tradition overrides logic. Passing the magic academy and taking a rank in the Order of the Horn counts you as an adult.
Why does it override logic? Because i have seen unicorns under the age of 8 considered adults. Every now and then there is a unsurpassed prodigy of magic who's talents elevates them through the academy at lightning speed.
Nevermind that a filly/colt's magic is incredibly destructive without the proper discipline that you can only gain through years of practice. ugh.
