Why do some men say they are going to call and don't?

Could try to see it as a favour. Sort of showing you early on they aren't worth the effort of worrying over.

They want to get out of a awkward situation, so say something to smooth their way out.

I don’t think I’ve experienced that I think they usually just ask right then versus letting me know ahead of time that they’re going to call if that makes sense ? but I’d be okay with them not calling since I hate talking on the phone lol. I feel like a lot of people in general like to talk on the phone and it’s just awkward and I have nothing to say.

If I were in that situation I’d think that they’re just saying it in the moment maybe, a lot of men tend to say things in the moment and then realize that’s not what they wanna do or they’re not as interested maybe.

From what I've seen, there isn't one main focus reason. I think guys oftenThough among the more common reasons would include
~ maybe they're nervous, don't know what to say or do
~ maybe they said it and forgot they said that
~ maybe they don't know you really wanted a call
~ maybe they know their intentions don't match your intentions (which in case it might be nice they didn't call)
~ maybe they're in jail with bubba :P

Also I think it's become a common phrase, to I'll see you later... I'll call you... and I've heard both sexes use this and then never do while the other one secretly waits hoping to be called.

I just say I will after constantly denying it. Phone cause are anxiety inducing. I hate them.

That has always really bothered me, and I see it as "a game" to make you want them. If they are worth a damn, they won't play these games and will want to call you as soon as possible.
