Does the average taxpayer gets back all his money in form of state services?

Some of that is really hard to assign a dollar amount to... like, what is a fire department worth? Police? Roads?

That being said, if we strip out the costs and effects of the ambiguous things... then no, generally not.

Overall I'm pleased with our local services, and have called offices when there is obvious waste but most are concerned about the best use of our tax dollars

Doubtful. I have no living children, I've never been on public assistance, don't own any military equipment. I also don't drive, but I do occasionally take public transportation.
