@MethDozer I guess it could be a secret agreement, but if it's secret, the implication is that MOST people would consider it questionable or wrong.

Illegal or harmful, doesn't need to be illegal.

@greenmountaingal Exactly. A conspiracy can be criminal but it doesn't have to be. It can just be wrong, deceitfu, or harmful.
