Is the boy that likes to be tickled, a pedo or just an edgy troll?

So there's this account of a boy that likes to be tickled (can't remember correct name). It has dodgy photos of a child (but its not really actuall abuse though). Is this troll a peso testing the waters or just some edge lord?

Anyone know how his account has been up and running so long?
