@BayouBoudin Welfare is the safety net that provides payment to people who need it. If you have no job you have no income and you receive welfare from the state. You are describing the payment made for pensions

@meJess Welfare is a different basket of benefits from Unemployment. If you have no job and have never worked you cannot claim unemployment. If you quit your job you can't get it. You don't seem to have any idea of what you are talking about.
