Navy dress feels more formal, you can accessorize it w a pearl necklace or an understated bracelet and black heels.

Yes, red would be too much. Black heels with muted hose would tie it together professionally.

I like the idea of red heels with a navy dress. Depending on the cut, navy can look a little too stuffy and formal. For me, the red heels would lighten the whole look. Especially if you have a matching red purse.
