It won't snow if the temperature is too cold. I have been told that the temperature must be between 28 and 33 for it to snow, but if its too cold, it won't snow. So I guess, "too cold" would be in the lower 20's.

First you should define "too cold"... In some places, geography makes it so, but temperature by itself doesn't make snow more or less probable...
