It won't snow if the temperature is too cold. I have been told that the temperature must be between 28 and 33 for it to snow, but if its too cold, it won't snow. So I guess, "too cold" would be in the lower 20's.

@IM5688 When I lived in Wisconsin a temp of 0 wasn't enough to save us from snow.

@AcidBurn Maybe the fact that you are geographically next to a great lake and Canada has something to do with it.
