Could they make a police weapon with a tazer built into the handle so that if a criminal gets hold of it, the cop can trigger the tase on it?

Cops have to buy their own bulletproof vests. The departments ain't buying shit unless it's absolutely necessary. They could put bulletproof glass on vehicles, since cops use vehicles as cover when they get in fire fights. But they don't, because money is more valuable than their lives.
