The obvious answer would be human beings are more smarter than computer because they make it. Human beings write programs to run computer so they have complete control over computers and so-called robots.

@ATripToNowhere Well, of course a human being, after all it took a human being to create computer technology. However, that was an interesting question, and a good answer.
