@FloorGenAdm It was... But that didn't stop Comcast and others from implementing their own 'practices', and so the rules were made to keep it like it was, prevent shady practices. But now those rules will be gone, and shady practices will prevail. Or be upfront, but expensive for consumers, which is more beneficial for the company anyway.
