Do you find the behavior and language of some children appalling?

I am absolutely blown away by certain children when I'm in the stores or virtually any public place. Their manners are often deplorable and they are incredibly rude, disrespectful and swear like nobodie's business. I'm not pertaining to all children just the ones that are veritable little imps that have potty mouths, etc.,

I made a comment in jest about hitting the parents. I did that because I know it isn't the child's fault. I do however believe the parent has some blame when bad behavior pops up and nothing is done about it. That can't be a great breading ground for good behavior. I know that there are a lot of great books out there on this subject. I would just like to know which one says that the person being annoyed is to blame. That is all I want.
