As far as possible. A realistic 'home life' with foster carers and adopters is preferred.
However there are many children's homes to meet the immediate care need across the country.
Many are small unit places with a view to fostering and adoption within a planned timescale, however ensuring there are sufficient foster parents and those willing to adopt is nowhere near the number needed.

@SaintAdelaide Been a social worker with children in care for nearly 30 years !

@Picklebobble2 would a lot of the ones in the units be older teens? And what happens when they hit 18? Are they expelled?

@SW-User typically children stay in community based homes until they're around 15/16 at which point (if not before) they go into a programme for teens in family environments.
That might be with an adoptive or foster family but with the emphasis on learning to be independent adults.

I believe there are organizations that take in orphans if they don't go into the Department of Human Services system...Lutheran Children's Home and Masonic Home were a couple but I don't even know if they are still around, they were in 70s

Sure there are - mostly in urban areas or other high density places.
