How come some tall girls have smaller feet than others?

Aren't taller people suppose to have bigger feet.

My best friend is 6' large built and she wears a size 13 in women's shoe. She has to pay more for shoes.
Her cousin who is 5'11 but she wears a size 9. She is small built. She complained how does she have smaller feet than her and they're both tall.
