It would depend on the speed of flow of the water but not if those blocks are there.
If it were very rapid then 1 would fill first.
I think we mostly miss seeing those because we're focusing on solving (ignoring blocks) and not on all that is there.
So, it's a clever question showing how we need to read/look carefully.
