@ragdoll breasts are considered secondary sex organs and males and females both have breasts. Men just have less tissue. Laws against females baring breasts are actually completely due to the "patriarchy".
"Dicks" and vaginas are primary sex organs.
Luckily in my country you can go topless all you want, if you want. But both men and women generally cover up unless they're at the beach.
