Who decides that flooding people's homes is a better option than flooding businesses in the downtown area?

@Picklebobble2 wonder If Houston will be rebuilt still subject to the same natural forces (predicted to worsen over time due to global warming) like NO was? The infracture in NO to protect from flooding is still not rebuilt even to the ore Katrina levels. Noah's ark passengers didn't move back to where they came from ......

I can imagine there'll be a lot of Nomadic people moving from place to place in the not too distant future.
Long term strategy required, because these things will only get worse i fear.
