What can she do...legally?

My daughter’s boyfriend, recently took her and her two children, out of state to Florida to Disney World, got mad at her, and abandoned her and the kids there. Left them there to find their own way home to Missouri, with no money and no way home. They didn't even have money to eat. She’s home safe now, but isn’t there some kind of law or consequences for this? Has anyone ever heard of someone doing this?
