If terrorists are that desperate to murder someone, why don't they target this guy?

It's justice the victims and society at large need, not revenge, for revenge descends to the attackers' level.
I wonder if we'd be better dropping all reference to "terrorist / terrorism" in law, so that the investigation, charge, trial and sentence are for assault, attempted murder or murder.
Similarly for describing an assault as "hate crime": no, don't separate it, treat it as assault.
In either case the trial will examine motive and show such offences have no excuse, but it may stop the perpetrators and their sympathisers form thinking the crime somehow special, somehow apart from other crimes, because it has a special label.
Marks and Spencers, and many other shops since, twigged this principle years ago with notices that "Thieves Will Be Prosecuted" - not "shop-lifters", thieves.
