How would you deal with a child that refuses to sleep?

This is a legitimate question - I need adive. I know I ask a few questions about him here, but I honestly don't really know what I'm doing. He's not my kid, just a boy I'm looking after because his family are going through a tough situation. My partner and I are doing a good job for the most part, but with things like this, I have no idea what I'm doing.

carry him by the doctor (not a psychologist, because they will mess him up) ...a doctor.
Maybe he is deficient in a vitamin or something.
@SW-User Yes, I've asked for permission from his parents to take him to a doctor and see what they can do for him. I do think it's mental though. What is happening with his family is really effecting him, the poor thing. :(

@lauriethecolourful the doctor should recommend certain vitamins due to a blood test and you can feed him right foods. like eating lots of chicken calms someone down to sleep
@SW-User Oh I'm feeding him the correct foods. I think he's a bit depressed. :( He was in hospital about 2 months ago for something unrelated to this and they took blood and said he was fine. He's only started this since he found out about his mother. But I will take him to a GP as soon as I get permission from his parents to be 100% sure. Until then, I will have to try to calm him down in other ways.
