That's a difficult situation.

Tire them out as much as possible and don't let them nap in the day if you can help it. Don't let them have sugar in the evenings because it will make kids hyper and try to make the environment calm before bed, maybe a bath with some essential oils in it.
@SW-User Thank you very much, but would you beleive that I've actually tried everything you just said? He doesn't nap during the day because he's too old for that. I would never give him sugar from late afternoon onwards because he does go a bit crazy. He takes a shower or bath everynight before bed, and we've tried reading to him, singing to him... etc. He just won't sleep. When we ask him why, he just cries and if he does fall asleep, he'll wake up at some point either screaming or crying.

carry him by the doctor (not a psychologist, because they will mess him up) ...a doctor.
