What does this quote by Henry kissinger mean?

Kissinger was a diplomat (secretary of state). What he meant was duplicitous as a result.

So many of the below are both true and not true at the same time. 🤣

The last sentence is totally true! But nothing else is.

Like if you tell the panhandler at the gas station being your friend is fatal in the hopes he'll stop asking for your spare change everytime he sees ya.
