I'd recommend if you know anyone in that situation, if they are on their own with little savings, go buy a 6×8 foot tarp, brown in color or camo. Insert yourself into it like a taco at night, with the top (head) folded over and the open side facing downhill, and make your way south to warmer weather. It does drop below freezing in North Carolina.
Reason the code enforcement js acting wacky is due to liberals demanding tiny homes to be banned in certain jurisdictions, they don't want the land tax reducing as people climb up in the world, able to afford their first home or have a retirement home. They think it lowers their taxes, and is inhumane as larger families will try to move in.
I've seen this mentality wipe out entire communities of homeless living in small woodline tent communities up in Alaska, on a highway opposite of richer neighborhoods. The locals get on the police to tear the homeless encampments down, and this results in their deaths, because it is F'in Alaska, permafrost level is close to the surface and if you don't have prepared elevated or insulated ground, you are likely to catch hypothermia in the spring and fall, and outright die in the winter. Liberals don't care, they have homes and investments to worry about. Everyone else in the universe can just die.
