It is extremely successful in its failures.

It never was even designed to do much. Hence the opposing veto powers.

It could have been designed by percentage of what you put in that would be a percentage of the vote and be better than what it currently is.

That would be a purely capitalist approach. And I despise capitalism.

At least capitalism is a little bit functional, if unfair.
