Women don't dress for men. They don't choose daily outfits based on their aid in "catching a fella."
Women dress as they do because they feel good, have confidence, enjoy a style, think it's cold out or whatever, but men don't figure in nearly as much as you seem to think.
(That said, just because we "can" dress in emulation of a Vegas streetwalker doesn't mean we should.)
