@Thespis It’s my neighbor’s child. Constantly screaming it seems whatever is on her mind she screams it out. Also she cannot stay still constantly running in the hallway and gets super excited and screams when she sees people. She is overly sociable and not scared of strangers, her parents might think it’s cute, it’s not and it’s causing distracting noise in the whole floor.
