I had an answer but that picture looks like crispy prawns (or chicken) with sesame and that's better than my answer would have been.

@GlassDog We have such a good Chinese buffet restaurant a fairly short drive from here and go there like once a month or two. They are such good cooks, although It's odd how they manage to make a profit.
