One thing you can do is develop your chest muscles. It can help a bit. Pregnacy though is commonly the way you end up with a bigger chest. Sometimes they shrink back to original and sometimes they will stay slightly bigger. Sagging and if it happens usually depends on genetics and how elastic your skin is.
