Sure, especially if the previous time I came in 20th...any improvement is worth celebrating. And, for some of us, just getting up in the morning is sometimes a real achievement.

In the Olympics or running a marathon Yes, I believe so. In everything else hell no. Even coming in second is no reason to celebrate, all you did was become the first loser!!
Not to say the effort is not a great accomplishment, you tried, you did your best and you sure as heck did a ton better than someone who never got off the but and put forth what you did. That, in my opinion is a reward, just not something to 'celebrate'.
