I guess they'll have to just reduce the population to what can be supported.

Or maybe they can figure out who is diverting the water and get it back.I’ve heard that there is enough underground water, like a river flowing, to supply Southern California, Nevada and Arizona with all the water they need. It probably flows into the ocean. So why desalinate when you can pump that water and use it instead?
