I experienced that in youth, but the trick is to go up to people and smile and just start talking, then lead into asking them to join you, for example, if you're in a mall or in a fast food restaurant. They'll never make the first move, so you must initiate it. At least always smile and say hello. Takes practice, but you can do it.
