What is indifference between one's Circle and one's Friends? Are one's Friends closer than one's Circle? Or is one's Circle just Friends who've gotten dizzy?

Friend means you have followed the person and they followed you back.
Circle means you are following them but they have not added you back.
Followers are those who added you but you haven't added them back.
