Who cares about taking a picture of them just do it or they will never get in trouble. They can't suspend you if you are taking pictures of someone getting bullied to prove it.

Get some evidence, tell her to take martial arts classes, and to start hanging out with OTHER ninth graders there, and keep them on her side by treating them to parties and stuff, once they listen to her, they can form a team and take the bullies down.
