A friend agreed to do me a favor. I texted her last night to say something like, "call me, I don't mean right this second but call me soon so we could

discuss details." She texted back "i'll call you in an hour." She never called back. How long should I wait until calling or texting her again?

Give her a few more hours and ask again. If you get nothing back she clearly doesn't want to do that important favour.
I do believe in manners and she should let you know either way.
