All I would need in Norway is the old driving licence and my passport. All this utility bill, insurance, etc., nonsense is just make work. What if you don't have a car, why would you have insurance? As for birth certificates, I'm not at all sure that many people I know would be able find theirs. Last time I needed mine, (for the first time in fifty years) I had to apply for a copy from the UK government because I couldn't find it; in fact I'm not sure I ever had it.
