The food that wasn't made for the living.
A short about blood and tofu, how it was originally meant to offer the dead as substinance and honor. But during famine, poor people used it as a staple food because blood was a binder in which made it last a very long time due to preservation plus boiled when eaten to sterilize it further. People could use the tofu plus blood as simple nutrition.
Everything was taxed even organs except blood which was the one untaxable thing back then.
During famine, the govt of the time decided to ban the food by ordering providances to destroy every thing that was used to make it except the mountain village regions ignored the law.
They refused and lived off it well enough for survival.
Kind of paraphrasing it if I'm being honest but I did think it is low key evil to toss food during famine times, I know there's an argument due to hygiene but during a famine, to police people isn't exactly moral either.
