No, he can't end the shutdown. But he can order USDA to fund SNAP with emergency funds. Who tf would make that call if not him?

It is nice that this shutdown has shined a light of EBT abuse. Nearly 50% of Afghan refugees and over 40% of Iraqi refugees are on public assistance, for instance. This has to change. Let's crash that system and replace it with a merit based assistance program. Democrats can call it "Security with Compassion" or some similar buzz word salad.
