How come drink packets won't dissolve in bottled water like they're supposed to?

Wife likes the pineapple crush, I learned the trick empty half the water out put contents in shake vigorously pour water back in

I've been drinking protein shakes and the powder doesn't dissolve well in the milk at all. I don't why.

I have that problem with certain flavors. It's weird.
